it is possible to reduce both Medicare and Medicaid spending without destroying the program. I believe we need to create a sustainable Medicare. I don't have the answer and I am open to suggestions but it is clear the program needs to be reworked. As an example the drug program signed into law by George W. Bush gave the pharmaceutical companies a no bid contract. this section of the law needs to be revisited and corrected so that our government can negotiate and receive more competitive pricing.

Balance the budget: We start by using an accounting term called zero based budgeting. This system requires our government to review every agency's budget from dollar one. Our current system starts at last year's numbers and always goes up from there. The Congress and the President must declare a moratorium on EAR MARKS! Review and reduce all Federal subsidies. There should be a peace dividend. The Iraq war cost the American people roughly $100 billion per year. The war is over and that money should be returned to the US Treasury.
